After visiting various forums and specialized media, everything seemed to point to the fact that the hoax could be true: the sale of spare parts for vehicles between individuals was prohibited, with the scrapyards maintaining this exclusive competence .
The cause of this disaster was none other than Royal Decree 20/2017, of January 20 , on vehicles at the end of their useful life .
I can understand that safety cannot be left to the goodwill of an individual, or that in our ignorance we buy, for example, a brake caliper that we install ourselves and that may eventually cause an accident. In that case, an insurance company could wash its hands, with good judgment, claiming that the vehicle was not in proper driving condition.
So far we agree.
However, not all of us live in big cities, with huge junkyards where we can find parts for our classic motorcycles. What's more, finding a classic motorcycle part in a junkyard, no matter how big it is, is simply impossible. This supposed law would end the restoration of classic motorcycles , given the impossibility of finding the necessary parts.
In view of the fact that I had become a criminal, and that I also pretended to be a repeat offender, I decided to read the law of discord. I do not like to comment on something that I do not know, and as we did with the law for the approval of reforms , we had to arm ourselves with coffee to brood on the damn document.
As I studied the Royal Decree signed by Doña Soraya, the vision of my life behind bars was further and further removed:
All you have to do is do a search in the document for the word “motorcycle” to verify that it does not appear even once.
Okay, this is not conclusive proof, but at least it took a few years from my inexorable condemnation.
The aforementioned decree concerns vehicles, and as such, defines them by categories. In no case does it cite category L, which is the one corresponding to motorcycles, which is why it excludes them from the regulations. Furthermore, this new law only affects categories M1, N1 and L5e, which correspond respectively to:
M1: vehicle for passenger transport that does not contain more than 8 seats in addition to the driver's seat (a lifelong car, or similar).
N1: vehicles used to transport cargo and with a maximum weight not exceeding 3.5 tons (read van).
L5e: vehicles with three wheels positioned asymmetrically in relation to the median longitudinal axis, with a maximum load not exceeding 1,000 kg and a displacement capacity greater than 50 cc. or a design speed greater than 40Km / h (a monster or tricycle).
Now I really felt calmer. The law did not affect me. Not me or any lover of motorcycles, classic or modern.
In any case, as life in prison without the possibility of restoring a bike worth its salt (although improving my skills of polishing based on lime), I was not quite convinced, I kept reading.
"Period vehicles are excluded from the scope of this royal decree, that is to say, those historical or with collection value or destined for museums, in operation or disassembled by parts."
He had just gone from being a repeat offender to a mere motorcycle restorer. After all, the week hadn't started so badly off.
